The average size for 15-year-olds, according to a poll of close to 600 people is about 6.0" (15.3cm). Note that these people were just asked what size they were and were not measured by a doctor or anything.
The average size for post-pubescent males is about 6" (15cm), with 90% between 5.1" (13cm) and 7" (18cm). The average girth is 4.8" (12.28cm). Penis size growth typically doesn't start until around 11-16 years of age (average: 13-14)
Current records for size are 0.5" (1.5cm) and 11.8" (30cm).
